I think the best description would be the following lines written by my friend Timo:
But I also wonder what are you doing and if you still are in Las Palmas. The hotel you wrote sounds quite crazy - it is an interesting social-political strategy to accommodate mentally ill people in hotel by themselves. It sounds like a modern version of "the ship of fools" the had in medieval days - they had these ships full of crazy and asocial people sailing back and forth the rivers of Europe as a kind of floating asylums - without doctors or nurses. The "normal" people didn't allow the ships ever to land, when they came close to cities or villages people just threw food and supplies on board and pushed the away again. Little has changed since then, it seems.
